The Agreement on Agriculture (AoA), negotiated during the 1993 world trade talks in Uruguay, is critiqued for reducing tariff protections for small farmers while allowing developed countries to continue paying their farmers substantial subsidies. This paper examines whether the concern over the possible negative impacts of the AoA on agricultural and rural livelihoods in the Southern African Development Community (SADC) is reasonable.
