China has become an important and influential player in Africa and is increasingly a source of political and financial support for many African governments, particularly in countries with economies that are resource-endowed. This report examines the factors driving China’s recent and rapid commercial engagement in Africa, the competitiveness of its companies and the Chinese government’s efforts to build and nurture political relationships in Africa. It is based on a four-country research study that evaluated the market entry models of Chinese construction firms in Angola, Sierra Leone, Tanzania and Zambia. In evaluating the market entry models of Chinese state-owned enterprises (SOEs), this report also addresses concerns over China’s politically determined business models and a perceived reluctance to build local capacity and collaborate with local and foreign companies.
