This briefing note reviews the information available on the extent, nature and costs of corruption. The paper argues that while the body of empirical information on corruption is increasing, the most widely quoted comparative indices of corruption (largely based on expert assessments) provide little guidance for the design or evaluation of anti-corruption policies.
